Using the World Bank’s Urban Risk Assessment (URA) framework, this report analyzes the various hazards the city of Luanda, Angola faces regarding climate change, as well as its institutional capacity to deal with these hazards and the socioeconomic vulnerabilities present, particularly amongst the urban poor. It concludes with a brief list of policy and planning recommendations based on key hazard, institutional, and socioeconomic findings.
